Tony Eckhart (Christopher Lambert) is a Secret Service agent sent to track down Amar, an Arab terrorist who is threatening to wreck the Middle East Peace Process. However, when his partner kills the wrong man, Tony is demoted and sent to cool his heels on a desk job.
