This 1946 Disney short takes Pluto off the beaten track as he falls for a pretty dachshund while on his milk round - in Holland. Their canoodling leads to a breakdown in communication, making the locals think that the nearby dike has sprung a leak. Which it hasn't. But then it does. Yes it's the dog who cried wolf... with clogs.
