In this film about redemption, NYPD cop Murray is embroiled in a controversial shoot out which leaves two black youths dead. He apparently commits suicide but flees to Garrison, NJ. Then Internal Affairs arrives to find out the truth and tries to enlist the sheriff to help keep an eye on the other cops.
